I first saw this in Long Beach, California, USA (near Los Angeles)  in 1983 (about the time I watched Tiger Woods hit a golf ball on the Ed Sullivan show as a little boy).  This music and dance with the shoulder riding action was on a Spanish language television station.  I never thought I would see this again.  Of course I still did not have a computer then let alone access to the internet. There was no internet then.
