I think its the other way around. I wonder if it's real, or a stunt double? I've seen the trailer of that movie, and there is apparently also a brief piggyback ride.

Yes, Salma Hayek is on Penelopes' shoulders and some takes probably might include stunt doubles. I haven't seen the movie yet but I am sure it is quite entertaining.
