A chat would need to be moderated. There are enough examples of how chats without supervision has caused more harm than benefit.
We admins here do all the administrative work in our spare time. We have no chance to moderate a chat. That would mean a lot of work.
I have also seen how chats in forums with considerably more active members than we have, have only lived for a few weeks, maybe a few months. Then the chat die because of lack of interest.
I´m quite pessimistic about creating a chat, but let´s see, what the other admins think.

I have not looked into this further what might be possible technically but I will think about it. If you have any specific ideas you are welcome sharing these with us here.
Gunde has several points. A chat needs to be enough interesting to last for a long time, otherwise it will not be interesting to spend time constructing such a feature. Also, as pointed out by Gunde, everything that is being written in a chat needs to be monitored in real time by a moderator. This person may participate but also needs to do his duty to moderate. That is, to remind people about rules set up for the chat, and to ban or kick out people who despite warning do not follow the rules. So, there is a certain amount of work involved, both for us administrators and for anyone who would be willing to spend more time with moderation.
