If I understand, the message of the video is to take some initiative and choose your own profession in life. "Do not sit on someone's neck" is a metaphor meaning "do not depend on others." But I could be wrong.

If your translation is true, then the clip completely misses its goal ! In fact it rather encourages to sit on others' necks : The sitters in the clip receive a lot of benefits from sitting on others' necks : They travel effortlessly, they have seats when they play, when they work and even when they make out with their BF's/GF's !!! And they get fed with delicious ice-creams by their kneeling "neck-providers" before resumling their ride!!!
