You are right Jeff!
The underlying language is Hungarian and the name of that man is Gábor Takács-Gundel. His host-partner was Dorottya Geszler the third best one of the first Miss Hungary competition. I have a VHS-record somewhere about a round of the JSF where Dorottya sits on Gabor's shoulders. I will try to find it and upload it to somewhere.

As for this clip, it is an old (1994) recording done of some show in the Hungarian city of Pecs. The video title is Hungarian and means "MTV shows the JSF contest in Pecs" (JSF = "Jeux sans frontiers" which would mean something like Games without Borders or so), the participants are from various cities in Europe. The person commenting the whole video (female voice) is Czech, thanks gyulasziposz for the translation of the interview.
